Power Utility Case Studies
On Wednesday, August 24, 2016, three tornadoes touched down in Howard County, Indiana, causing structural damage and leaving several people injured. It was reported that there were 29,000 outages caused by the storm. A temporary state of emergency was declared for Howard County, which called for all roads to be closed except for public safety and emergency vehicles.
Among those vehicles was a fleet of seventy-six AWP trucks, carrying sixty-one of our crews. Our team responded immediately and our first round of traffic control crews were organized overnight to begin work early Thursday morning.
Over the following ninety-six hours, AWP worked around-the-clock with Power Companies as their teams worked to restore power. AWP dispatched 122 Traffic Control Specialists, who worked sixteen-hour shifts, day and night, to cover the storm work. Crews came from our facilities in Peru, IN, Indianapolis, IN, and Niles, MI to satisfy the temporary traffic control needs of our customer safely and efficiently. Pulling crews from multiple nearby facilities allowed us to keep each facility running with enough staff to continue to serve customers locally, even during this emergency event. By Sunday evening, power had been restored to the entire area.
On Sunday, May 19, 2013, traffic on I-69 was slowed to 10 mph for the removal of old utility lines and hanging of new utility lines across the interstate, under permit by Indiana Department of Transportation (INDOT). This was the first ever rolling slowdown on INDOT right of way. AWP successfully led and implemented this milestone traffic control project for INDOT and a major utilities company.
Area Wide Protective’s team designed the traffic control plans for the rolling slowdown based on a study developed by our own Compliance & Engineering team to determine how traffic would be affected. AWP’s Field Management, in the area local to where the traffic control project would take place, worked with our Engineers and Estimators at the corporate office to coordinate efforts between all parties involved, including the local Police Department, INDOT, and AEP. Our AWP team provided and installed necessary communications, traffic control equipment, and traffic signage. We also provided and operated the chase vehicles.
The rolling slowdown covered nearly ten miles of interstate. All went safely and smoothly with minimal disruption to the usual flow of traffic on and around I-69.

In January 2015, AWP provided traffic control services for part of a $133 million transmission project led to enhanced electric service in the Cleveland, Ohio area.
AWP crews worked diligently on the ground, protecting the public and keeping the roads safe, while helicopters hovered near utility towers, dropping off and picking up workers and equipment to install and connect overhead wires to 170-foot tall transmission towers.
AWP’s Oakwood team set up and executed two rolling slow-downs simultaneously on I-271 and SR-8 to allow the utility crews to pull the lines across the highways. With the help of a dozen Ohio State Highway Patrol, AWP kept traffic flowing, and provided the utility crews the safety and space they needed to get the job done.
AWP crews, consisting of eleven flaggers and supervisors, used message boards, traffic control signs, and more than 100 ADA’s in their effort to set up safe works zones and conduct traffic control. Their goal was to restrict access and maintain traffic flow through and around several large business and retail parking lots in order to keep the public clear of any potential dangers posed by the work being done overhead.
Project Manager, Art Simms, and Project Lead, Nick Selogy successfully coordinated this impressive project, and the Oakwood team carried it out with exemplary professionalism and teamwork.
